Benefits to You

Position Highlights

The Columbia County Circuit Court in Saint Helens, Oregon, is hiring an Operations Supervisor (Supervisor 3) to join our management team with the Trial Court Administrator (TCA) and Presiding Judge (PJ).

In this role, you will respond to the most difficult complaints and requests for information about court procedures, policies, and regulations, and you will respond to inquiries and requests from judges, court staff, attorneys, agencies, and the public. You will supervise the court’s financial functions, which includes reviewing financial information for errors, developing the court’s operational and financial policies and procedures, and explaining these policies and procedures to court staff. You will analyze and resolve procedural or workflow issues, review statistical reports, and monitor the timeliness of case processing. You will also assist the TCA by performing administrative duties, conducting research, and providing updates about any issues or legislative changes that could impact the court or court operations.

Additionally, you will train, coach, mentor, and motivate staff. You will consult with them about ongoing projects, conduct staff meetings, establish and maintain work schedules, update personnel records in Workday, and approve leave and overtime requests while ensuring there is sufficient coverage. You will also assign, review, and evaluate performance, determine training needs, address any performance issues, conduct investigations, provide disciplinary action, and escalate issues to the TCA as needed. When hiring needs arise, you will help prepare job postings, answer personnel questions from applicants and staff, participate in interview panels, and make hiring recommendations.

Collaboration is a key part of this role. In addition to supporting the TCA, PJ, and court staff, you will liaise with judges, attorneys, and the public. You will build strong working relationships with representatives from other government agencies to accomplish the court’s goals and objectives on overarching justice system projects. You will also participate on statewide and local committees.

In the event of an emergency, you will be the onsite point of contact. You will also assist in implementing plans related to emergency preparedness, business continuity, and court security.

Assigned tasks may be changed to accommodate workload and organizational needs.

Minimum Qualifications

(These must be evident in your resume or work history.)

The qualified candidate must have an associate’s degree in business, management, or a related field.

AND

Five (5) years of progressively responsible supervisory or staff-support experience. Qualifying OJD experience would be at the equivalent of Court Operations Associate or above.

Note: Your recent experience must reflect staff support or supervision, directly or through lead workers, staff performing a wide variety of clerical, analytical, and technical support duties. The supervisory experience must include most, or all, of the following:

  • Special projects,
  • Developing and updating policies and procedures,
  • Hiring or recommending hiring,
  • Training,
  • Assigning and reviewing work,
  • Evaluating performance,
  • Responding to staff concerns, and
  • Handling disciplinary actions.

OR

Any combination of education and experience equivalent to seven (7) years of experience that typically supports the knowledge, skills, and abilities for the position

  • Experience supervising staff, with demonstrated success in training, motivating, assigning and evaluating work, disciplining, and coaching.

  • Experience managing operations, projects, or teams.
  • Proficiency with word processing, spreadsheets, databases, and electronic file management.

  • Skill presenting information clearly and logically, both orally and in writing.
  • Experience working in a court or other professional legal setting is preferred but not required.

Working Conditions

  • This is a full-time position, and the work schedule is 8:00 a.m. to 5:00 p.m. Monday through Friday. This position is FLSA-exempt and ineligible for overtime compensation for hours worked in excess of 40 per workweek.
  • Extended work hours may be required. Must be available by phone outside of business hours for emergencies and unexpected interruptions to court services or schedules.
  • Occasional travel to attend meetings at other courts or with governmental or community partners.
  • Frequent in-person and phone contact with people from diverse backgrounds.
  • Frequent in-person and phone contact with people in high-stress situations.
  • Occasional interaction with people who are confused, angry, hostile, or threatening; occasional exposure to hostile litigants, dangerous persons, and high-risk inmates and incidents.
  • Long periods of sitting at a computer.
  • The following equipment may be used: telephone, OJD-assigned computer with multiple monitors, printer, copy machine, scanner, and fax machine.
